Recommendations for the 2026 Pre-Budget Consultations

Montreal, May 19 2026 - The Youth Media Alliance (YMA) will submit recommendations for the 2026 Pre-Budget Consultations on May 22 2026. Canada’s audiovisual sector is facing a period of significant instability marked by declining production volumes, reduced commissioning, job losses, and growing financial pressure on independent producers and creators. Children’s and youth content — particularly original Canadian programming serving audiences aged 0–17 in both English and French — has been disproportionately affected despite its cultural, educational, and economic importance.

As the federal government prepares its next budget, the Youth Media Alliance (YMA) urges the Standing Committee on Finance to recognize children’s and youth media as essential cultural infrastructure that contributes to Canadian identity, language preservation, education, digital literacy, and export growth.

The YMA respectfully recommends the following measures:

The YMA respectfully recommends the following measures:

Recommendation 1
Increase overall federal funding dedicated to the Canadian audiovisual sector: CAD$23.5 million for kids genre.

Recommendation 2
Restore funding to the Shaw Rocket Fund to levels previously supported through Rogers’ contributions: CAD$5 million.

Recommendation 3: 
The implementation of a dedicated contribution framework for Canadian ISPs to allocate a portion of relevant revenues towards Canadian youth production

Recommendation 4
Establish a dedicated requirement that 15% of audiovisual revenues be allocated specifically to youth content production for audiences aged 0–17.
